Plaster sealing

ugh.. a while back I started on two cliff face boards which was polystyrene with plaster covering.. problem is, I didn't do too much with the polystyrene in a way and the plaster has a bit habit of cracking and falling off.. instead of just throwing it away as a bad job, I'm wondering if anyone know a .. atleast half decent way to seal it to give it a bit more strength before i get around to painting and doing other bits.

Try two the three coats of PVA over the plaster, to seal and hold the stuff together and then paint it once dry, worth a shot.
